The Truth About JFK’s “Secret” Order 11110 That Allegedly Threatened the Federal Reserve!

President Kennedy’s Executive Order 11110: Debunking the Federal Reserve Myth

Executive Order 11110, signed by President John F. Kennedy on June 4, 1963, remains one of the most frequently misunderstood presidential decrees in modern American history. A persistent conspiracy theory asserts that this order was a bold move by Kennedy to strip the Federal Reserve of its money-issuing power, aiming to replace Federal Reserve Notes with silver-backed currency issued directly by the United States Treasury. However, a review of the historical context, economic conditions, and legislative records reveals that the reality was precisely the opposite: Executive Order 11110 was designed to ease the nation’s transition away from silver, not to establish a new silver-backed monetary regime.

During the early 1960s, the United States faced a critical shortage of silver. Industrial demand for the metal was surging, while the market price was approaching the legal cap where the silver content of coins would equal their face value. At the time, the Treasury was required by law to back small-denomination paper money…specifically one-dollar and two-dollar bills…with physical silver reserves. To prevent a run on government silver stocks, President Kennedy urged Congress to repeal the Silver Purchase Acts and phase out Silver Certificates entirely.

Congress responded by passing Public Law 88-36 in May 1963, which authorized the Federal Reserve to issue $1 and $2 Federal Reserve Notes for the first time. On the exact same day President Kennedy signed Executive Order 11110, he also signed Public Law 88-36 into law. The executive order itself was merely an administrative technicality. It delegated authority to the Secretary of the Treasury to issue Silver Certificates during the interim period while new Federal Reserve Notes were being printed and distributed.

Far from trying to dismantle the Federal Reserve System, Kennedy’s administration actively expanded the Fed’s purview to cover all small-denomination currency. By relieving the Treasury of its burden to maintain physical silver backings for paper dollars, the administration preserved precious government silver for the production of coinage. Ultimately, Executive Order 11110 was an administrative step toward consolidating paper currency under the Federal Reserve, completely dismantling the notion that Kennedy sought to end the central bank’s control over the monetary system.
